Joyful, funny, breathtaking, magical. These are the words I would use to describe parenthood. I believe raising a child is not just the journey of a lifetime. It is the journey of life itself. It happens differently for all us. And none of us can do it alone. That’s why I do what I do.
My own path is full of twists and turns.
I have always been passionate about family. I couldn’t wait to become pregnant, to have a baby, to relive the wonder of childhood, and to share what I’ve learned with someone who was discovering the world for the first time.
Years ago, I taught pottery. I loved connecting with people through art and helping them find the freedom to express themselves. Soon, I was in graduate school, studying to be a therapist. A career was born, and time went by.
At a certain point, I made a decision. I was ready to start a family. My family. On my own. I never thought I would have a baby through surrogacy. But I stood at a crossroads, where modern science and maternal instinct met, and took the biggest step on my journey to motherhood.
I have lived the journey you are on as hopeful parents and I have seen the thrills, and complexities that surrogates experience. That’s the understanding I bring to my agency. I am committed to supporting parents and surrogates – and to guiding people who are passionate about the birth process.

USA Surrogacy International will connect you with an attorney (if you do not already have one) that will help guide you through all the paperwork and documents needed to bring your new family home. The word “International” is in our name by design. We know that you can expect to be in the United States for 4-6 weeks after birth, until the baby is able to board an airplane. We will be with you during this time as well.
Dawn Galbo is a licensed marriage and family therapist specializing in reproduction and psychotherapy. She holds a Master’s degree in Counseling Psychology and she operates a private practice in San Diego, California. Her work with children, adolescents, adults, couples, and families has provided her with a deep understanding of human experiences in multiple social settings and multi-cultural environments.
As a surrogacy specialist, Dawn conducts psychodiagnostic evaluations and psychological testing for egg donors, gestational carriers, and sperm donors, and offers intended parent consultations for individuals and couples utilizing assisted reproductive technology. Dawn is a single mother, by choice, of two young children, a perspective that helps her to guide and support people who are passion-ate about the birth process. She is a member of the Society of Ethics in Egg Donations and Surrogacy (SEEDS) among other professional affiliations.
Steffenie Montes graduated from The University of California, San Diego in 2010 with a degree in the History of Latin America. Since her graduation from college and subsequent marriage, she has worked for over a decade in her family’s confectionary business, manufacturing in Mexico and importing to the United States, Canada, Central America and Europe. Steffenie is passionate about children, education, and equality. She loves experiencing life’s magical firsts through the eyes of her young [son and daughter]. Her energy and curiosity have taken her on inspired adventures to twenty countries on four continents, and instilled in her a deep appreciation for other cultures. Stephanie’s belief is that every person has the right to start a family, which has motivated her to support surrogates and hopeful parents.
